Memorandum for files of telephone conversations

April 5, 1950

The Secretary telephoned Senator Lehman and told him he wanted to keep him advised about plans to bring John Foster Dulles into the Department as a Consultant, on the same basis as John Cooper. He said he had had preliminary talks with Dulles and he was not in the frame of mind to go ahead with political career and wanted to work on foreign policy. The Secretary told Senator Lehman the President has been considering the matter and has agreed to this and thinks it will be very advantageous, both for bi- partisan foreign policy and to the Senator n the campaign next fall. The Secretary told the Senator also that he has discussed the matter with Senator Vandenberg who fully agrees that it is a very wise course.

Senator Lehman said he appreciated very much the Secretary calling him on this matter, and he said he hoped the situation would be watched carefully to see that foreign policy is not an issue in a campaign, and the Secretary said he felt confident that if Mr. Dulles is given responsible work here, which is his real interest, he will certainly not run for the Senate.
