Item 2. Reply to Soviets on Plane Incident
I went over the three possibilities of reply more or less as contained in Ambassador Kirk\'s telegram of today.
The President believed that the last two suggestions were not wise. These offered to refer the matter to the World court and drop the matter without further answer. He thought that a reply reiterating our position was the wise one although he doubted whether any further discussion after that would be profitable. I did not go over with him the draft of the answer. I should like to discuss this before it is finally sent.
