Secretary Acheson telephoned Secretary Johnson with reference to proposed aide memoire to British about use of ground troops. Sec. J. assumed that Mr. A. was calling to urge its immediate clearance, although we had had word that that was not possible. Sec. A. explained that he was not so urging but just calling to assure Sec. J. that it would not be handed to Sir Oliver, who was coming to see him in a short while, and that it would not be handed to him until Sec Johnson had cleared it. Sec. Johnson explained that the clearance was held up solely because the JCS were in session on the matters which had come up at or after NSC that afternoon, and that because of the urgency of these matters he did not feel they could be called out of the meeting to consider the aide memoire.

Sec. Acheson mentioned that the question of asking Pakistan, Australia, Turkey, Italy , and South American countries for troops had been put up to the JCS. He said the JCS had told him that a full study of this whole matter was under way.

Sec. Johnson said he thought that good progress had been made in talks with the JCS that afternoon, and Sec. Acheson agreed. Sec. Johnson said that the papers which would be the basis for the President\'s recommendations for further action in the Korean matter would be coming in ahead of schedule. The JCS will have their recommendations ready by Friday afternoon; the Munitions Board recommendations should be in by Saturday night; and as to the recommendations of the people who are working on the financial end, Sec. Johnson said they had not planned to have their papers ready until the first of the week, but he was trying to get that moved up so that there would be something to consider by Saturday night.
