MEMORANDUM FOR S/S
The Secretary on his return from the White House told me that the President had approved the "short reply" to Prime Minister Nehru. He said that both he and the President felt that the "long reply" was satisfactory in principle but needed considerable work. The Secretary mentioned this to Mr. Rusk at lunch.
I have given Mr. Rusk the papers which he gave to the Secretary this morning.
