MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

Item 3. German Police

The President read Mr. McCloy\'s telegram no. 40 of July 22 and approved our draft reply approving the message to be given to Mr. Adenauer. The President also asked me to consider the possibility of enlisting Germans to serve in the United States Army or in the British or French Armies for possible service in Korea. He has been thinking about the use of German manpower in some way which would not create a German Army.

I said to the President that we had been casting about for some solution to this problem and would go to work on it at once and report to him as soon as possible.
