MEMORANDUM OF TELEPHONE CONVERSATION
Participants: The President Secretary Acheson
At 5:40 this afternoon the Secretary telephoned the President to report to him that the Russian Delegate on the Security Council, Mr. Malik, had just informed Secretary General Lie that he would take the Chair of the Security Council in August in accordance with the usual rotation procedure and had called a meeting for August 2. The Secretary and the President agreed that this should be treated as a matter of course.
The Secretary said that they had speculated on what this might mean, but had come to no firm conclusions.
