MEMORANDUM OF TALK BETWEEN SECRETARY, SECRETARY JOHNSON AND AMBASSADOR HARRIMAN ABOARD SEQUOIA, AUGUST 3, 1950
In discussions about Germany, Japan, and Spain it was agreed that some sense of proportion should be had in list of importance, and that in this connection Spain was third on the list since it would be most unwise to do anything with Spain until headway is made with others.
In connection with Germany, Secretary Acheson said work was being done on the European Army as a method of using German manpower; and in connection with Japan we were content with the 75,000 central police in Japan for the Present. Secretary Johnson said that General MacArthur did not want to do anything more at present.
