Secretary Acheson and Secretary Johnson discussed several items on the telephone today. In the course of the conversation, Secretary Johnson mentioned the question of supplies. He said that he had told the Military and Munitions Board that he thought the way to handle the problem was to work it all out so that you have an American formula for all the countries needing supplying. He said something about handling this through the Military and Defense Board and then referring it to the NAT for consideration.

His main point seemed to be that this must be done on an overall basis if it were to be done at all. He seemed to have in mind that we could not get into bilateral discussions on specific problems in the absence of an overall plan. Mr. Acheson said that this sounded sensible to him.

I would like to discuss this matter with the person to whom it is assigned for action.
