MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

Item 1. Meeting of the North Atlantic Council

I reported to the President that we had been in touch with Mr. Van Zeeland, the Chairman of the North Atlantic Council, and had suggested a joint meeting of the Council and Defense Committee for Monday and Tuesday, December 18th and 19th. This was in accordance with the conversation between the President and Mr. Attlee, the British Ambassador and myself. The President approved of setting the date as early as possible and of making an announcement as soon as possible.

The President asked me about transportation and said he would speak to General Landry about making either the Independence or the Defense Department constellation available. The President thought it preferable for me to go in the President's own plane. I thanked the President for his consideration and said that I did not wish to inconvenience him in any way. He may be leaving for Christmas at home on the 22nd.

Item 2. Senator Lodge's Resignation from the UN Delegation

I reported the situation to the President as contained in Mr. Hickerson's memorandum to me. The President agreed with the recommendation that I should hold the letter (which is attached to the memorandum in my briefing book) and that we should not reply to it until we saw whether or not the General Assembly would adjourn in a few days. If it did not adjourn, but merely recessed, we could then accept Senator Lodge's resignation.

Item 3. Proposed Cease-fire Resolution of the 13 Asian Countries

I reported the situation fully as it had been reported to us by Mr. Gross and showed the President the draft resolution this morning. I also told the President that we were getting military suggestions from the Defense Department. The President approved the course we were taking.
