The Secretary called first Mr. Harriman and then Mr. Lovett (who will attend the NSC meeting this afternoon in General Marshall's stead) to advise them of his proposal for changes in NSC 72/2, paragraphs 7 d and 8. He said he wanted to let them know in advance of the meeting what he intended to propose, so that they could think it over, and he read to them his suggested changes. The Secretary explained that he thought the wording in the draft too restrictive and he thought it well to leave the way open to give them aid if we are convinced they fulfill their obligations.
