Item 2. Consultation with Members of the Congress on Foreign Affairs
I left with the President an unsigned copy of the memorandum, saying that I thought before any definitive recommendation was made to him it would be wise to have his staff study the memorandum, particularly in the light of consultations which are being held by other departments with regular committees of the Congress. In other words, we in the State Department are not the only people who consult with Congress and our problems ought to be considered in the light of the interest of the Government as a whole.
The President thought well of this and will have Charlie Murphy and others study the matter. In general, he thought the idea in the memorandum was good, but he thought there ought to be a more positive and vigorous campaign started to point out what consultations were going on all the time.
