MEMORANDUM FOR S/S

The Secretary told me on Friday (2/9) afternoon that he had discussed at the Cabinet that day the proposed loan to Iran. He said that the feeling of the Cabinet seems to be clearly in favor of the recommendations of the papers which had come up to him. He felt that the President would undoubtedly approve the papers recommendations for going ahead with the $25 million loan.

The Secretary said that he told the President that since Ambassador Grady wanted the President to personally review this matter, the Secretary thought the President would want to consider the papers carefully before making his decision. The President agreed and said he would send the papers over Friday afternoon or Saturday.
