MEMORANDUM OF CONVERSATION WITH THE PRESIDENT
Item 1. - Iranian Loan
I reminded the President that he had returned to me the file merely with a notation that he was returning it and inquired whether he had any instructions for me in regard to the matter.
The president said that he would be glad to give me a memorandum if I wished it; however, he had believed that at the Cabinet meeting he had clearly indicated his view, which was that of the rest of the Cabinet also, that we should proceed in accordance with NEA's memorandum. He had kept the file at my request in order to read carefully all the documents and review his judgment. He had done so and had remained of the same mind.
I told the President that we would proceed without the necessity of a written memorandum from him.

Item 5. - My Vacation Plans
I went over with the President the various hearings which are coming on next week and suggested that I would be very glad to stay here through next week and attend the hearings. I asked the President whether he had any wish in regard to the matter.
The President said that the only one of these hearings which he thought I should attend to personally was the reciprocal trade one; even that he thought might be handled, but that was the only one which gave him pause. He was much concerned that I should get away for a couple of weeks before the Foreign Ministers, both Latin American and European, descended on us.
This matter is left in my hands for me to decide.

Item 6. - Message from Mr. Churchill
The President opened and read the two letters. One was merely a longhand note apologizing for bothering the President with the more formal letter. The latter referred to the request already made to us by the British Embassy. The President will send us a copy of the second message. He is in no hurry to answer it and wishes to receive our advice.

Item 7. - Proposed Reply to Soviet Note
I went over our proposed reply with the President, who approved. He adhered to his former instruction to me that we should insist on two points on which question had been raised by the British and French.

I informed the President that we were concerting our views with the views of the Defense Department which had the initial responsibility and that a memorandum would reach him soon.

Item 9. Rubber shipment to China
I went over this matter with the President and outlined the situation as contained in the memorandum to me, pointing out that we were hoping that the current discussions in London on rubber might, through some allocation procedure or preclusive buying, solve the problem. The President is satisfied to have us proceed in this way for the present.

Item 10. - Ambassador Myron Taylor
The President was not aware that the Ambassador was to be in Washington next week. He thought this not improbable, however, as he had been having some conferences on which he might wish to report.
The President understands that I have been in close touch with Mr. Hassett. The President shares the views which Mr. Hassett had explained to me.
If there is need for any further study on our part at present, Mr. Hassett will confer with us.
