NSC 104 and Accompanying Documents
These papers were referred to the East-West Committee so that the revised State Department recommendations may be discussed interdepartmentally, agreed to as fully as possible, and only major issues reported back to the NSC, with the following exceptions:
Mr. Sawyer, who had to leave, stated that in his opinion it was most important to put paragraph 2 of the revised recommendations into effect at once. He, therefore, was prepared to accept the State Department revised draft with the exception of the words "as an internal watch list", which he recommended should be stricken out. I agreed and the President decided that this paragraph should be put into effect.
After Mr. Sawyer left Mr. Lay attempted to confuse the situation by stating that it was his understanding that the last two sentences of Section 2 were not approved. Some others joined in this. Mr. Foster and I strenuously opposed and the President decided that the entire paragraph should go into effect and if anyone wished to amend it later on, that matter could be discussed on the merits.
