Dr. Jutila called on me briefly this morning to say farewell after five years as Finnish Minister here. He presented me with a small book concerning early Finnish settlers in America and thanked me warmly for the cooperation and support we had given Finland and for the Department's kind treatment of him during his stay. I replied in kind.
