The Secretary telephoned Mr. Symington this morning to inquire if he were agreeable to having Mr. Harold Linder come over to see him to discuss Bolivian tin. Mr. Symington readily agreed and said he would see Mr. Linder at 11:45 Thursday morning, August 23.
Mr. Symington then said that he was meeting this morning with the Bolivian Ambassador at 11:00, who was bringing with him an outstanding Bolivian citizen named Guachalla(?). Mr. Symington said he believed he would be asked at this meeting to postpone the date of withdrawing the offer. He said that although he had received permission from the Secretary to go ahead with this procedure, after discussing the matter with his people and with Mr. Atwood of the State Department, he had decided to grant postponement until the end of the week. In the meantime he would have an opportunity to discuss the matter with Mr. Linder.
