The Secretary told me on his return from the White House that the President would do whatever we thought best about seeing Mr. Schuman and Mr. Morrison. The Secretary said to me that he thought it would be difficult to work out in view of the schedule of both the President and the Foreign Ministers.

Mr. Acheson spoke to Matt Connelly and suggested that the President might have the two Foreign Ministers over to Blair House at 6:00 one evening for a drink, at which time Mr. Acheson would plan to go. If we do not hear from Mr. Connelly in the next day or so, I think I should call him. May I be informed if anyone else hears before I do?

Sir Oliver Franks spoke to the Secretary about Mr. Morrison's seeing the President. We have received no approach that I know of with regard to Mr. Schuman's seeing the President. If Mr. Schuman is not interested or if the Department does not think it desirable for any reason, please let me know. The Secretary thought that perhaps Mr. Schuman would be hurt if he were not included and that was the reason for suggesting him.

The Secretary told me on his return from the White House that the President will receive the three Prime Ministers of the Associated States. Thursday morning appears to be the best time. The President will be working with his staff until 11:45 that morning and has solid appointments after then. Therefore, the appointment will have to be made early Thursday morning in order to end prior to 11:45.

The Secretary thinks that it is highly desirable that the President receive the three together unless there is strong reason for not doing so. He feels that we must consider the President's schedule and not ask him to see them individually unless it is absolutely essential.

Before any move is made to arrange for three separate appointments, may I be consulted?

The Secretary told me on his return from the White House that the President will receive today nominations for the General Assembly Delegation with Cooper substituted for Sayre.

If the list is brought over today, he will send it to the Senate this afternoon so it can be acted on tomorrow.

The Secretary said that he spoke to the President this morning and reported to him the sense of the meeting on the German matter held today . The President approves and we are to go ahead on the basis agreed at that meeting.

The Secretary reported to the President some of the highlights of the meeting in San Francisco. The President expressed his great pleasure at the way the meeting had been conducted and congratulated the Secretary heartily on his performance.
