MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

The President expressed himself as highly pleased with the Ottawa meeting. He said most cordially that he thought the whole understanding in the country of our foreign policy was making great headway. He was very pleased with recent developments.

I discussed with the President the project which you mentioned to me. It meets with the President's approval and we may go ahead with it.

Item 2. Mr. Harriman on the Committee of Twelve

The President has discussed this matter with Mr. Harriman and it is entirely agreeable to the President to have Mr. Harriman represent the United States on this Commission on the assumption that it is agreeable with me.

I told the President that I was most anxious to have Mr. Harriman perform this duty.

Item 3. Messages to the President of Turkey and the Prime Minster of Greece.

I left with the President the memorandum explaining the changes in form which we had make in these messages. This was agreeable to the President.

Item 4. Middle East Command.

The President has read the memorandum on the Middle East Command and it seems entirely appropriate to him. He is willing that we take whatever action we think necessary to carry out the plan.

Item 5. Prime Minister St. Laurent.

I discussed this briefly with the President and with Mr. Charles Murphy. Before we send a final message we should have a word with Mr. Murphy.

The President however believes that both his own engagements and the possibility that the Congressional Committee may be meeting on the subject on Thursday would make it more agreeable to the President to receive the Prime Minister on Friday of this week instead of Thursday.
