Mr. Lovett telephoned the Secretary this afternoon about the Japanese Peace Treaty. He said he thought the Joint Resolution should be passed prior to the signing - that if this were done, then he was in accord. Mr. Acheson said that this point was included in the memorandum which we had drafted to the President.
Mr. Lovett said that there was very little time to get the Bureau of the Budget to get to work on this matter. The Secretary said he thought we might stretch the time to April 16 - possibly even to the 30th, and that we would get at this the first thing Monday morning.
