Mr. Acheson telephoned Mr. Harriman this afternoon and reviewed the matter of appointing a successor to Dr. Bennett as head of the Point IV Program.

Mr. Harriman said he had two impressions about Dr. Hannah. He said that he thought that Dr. Hannah, as had Dr. Bennett, thought of Point IV as pure technical assistance. Mr. Harriman thought the Dr. Bennett's successor should be loyal to the whole political concept of things as well. The other impression was rather nebulous and one Mr. Harriman said might not be quite fair. Mr. Harriman said that when the President's name came up in a conversation Dr. Hannah reacted in "an odd way."

Mr. Harriman mentioned that he had great respect for Stanley Andrews.

Mr. Harriman said he would like to discuss the whole matter further with the Secretary and thanked him for calling.
