MEMORANDUM OF TELEPHONE CONVERSATION

Participants : Mr. Lovett, Secretary of Defense Mr. Acheson

The Secretary returned Mr. Lovett's telephone call this morning. Mr. Acheson said he had talked to the responsible people in the Department and, if Defense can spare Sullivan, they had indicated that we would welcome his accompanying us - but just as a helper to the Secretary (not as a Defense representative).

Mr. Lovett said that there is an alternative which might suit the Secretary better. There are in the Navy Department in the section which works on the conference subject matters Captains J. F. Enright and Eller who have both worked with the State Department. One of these can be fully briefed by the JCS and then go out with the Secretary. Mr. Lovett said they thought there would be some advantage in having Enright as compared with Sullivan.

Mr. Acheson said he would ask here and then call Mr. Lovett after lunch. Mr. Lovett said he should be informed today.

Mr. Lovett said that Defense would send only one of the two men named.

Mr. Acheson telephoned Mr. Lovett this afternoon and said that the appropriate people in the Department believe that the one who would help them most would be Sullivan. They have worked with him and they know him, and believe he could easily communicate with Mr. Lovett's office and the other people in Defense.

Mr. Lovett said he would take care of that right away.
