Meeting with the President

Item 1. UN Delegation

We discussed the delegation to the United General Assembly in the light of the troublesome questions which may be before this meeting of the Assembly such as Korea, disarmament, Tunisia, Morocco and possibly Iran. The President reached no final conclusion and suggested we discuss the matter further on Monday. He is favorably inclined toward the appointment of Mr. Waymack as an alternate but wishes to consider further this and some other appointments.

Item 2. Bureau of Security and Consular Affairs

I explained to the President that the apparently new position which had been created by the act which will go into effect on December 24, 1952 was not in reality a new position but was one being currently filled successfully by Mr. Boykin, the main changes being in the rank and salary of the officer. The President was inclined to believe that since the position would not be filled until December 24, which would be within three or four weeks of the end of his Administration, it might be unwise to fill it at all. In any event, since the situation is not what he thought it would be, he will discuss the matter with me again later on.
