The President handed the Secretary the attached documents at this morning's Cabinet meeting. The Secretary remarked that he thought the "legislative recommendations of the President's 81st and 82nd Congresses" might be particularly useful since it has a record of what the President asked for and the action or inaction on the part of Congress.
