MEMORADUM FOR S/S

The Secretary received Dr. Wilson Compton this morning at 10:30. Prior to Dr. Compton's departure the Secretary called me in and told me that he and Dr. Compton had been discussing the proposed appointment of Mr. Morton to the position of Assistant Administrator for the International Broadcasting Service.

The Secretary said that two points had developed:

1. Mr. Morton has apparently been approved for loyalty and security following the usual investigation.

2. The "A" area has informed Dr. Compton that there are two supergrades available for use by IAA (one is a Grade 16 and the other a Grade 17).

The Secretary said that he wanted the "A" area to take action as quickly as possible to consummate the appointment of Mr. Morton to this position. The Secretary thought that the Grade 17 should be made available for Mr. Morton and that the Grade 16 be made available to Mr. Compton's Deputy Administrator, Mr. Harris.

The Secretary remarked that Dr. Compton is responsible for this operation and that we are obligated to support him fully and to give him the men he wants to do the job.
