MEETING WITH THE PRESIDENT

Item 1. UN Delegation

The President has authorized us to proceed with getting Mr. William Wesley Waymack as an Alternate on the UNGA delegation. He is prepared to approve the delegation as stated in the memorandum of September 8. However, I did not sign and leave with him the memorandum, explaining to him that I wished to do some further checking before getting his formal approval.

Item 2. Egypt

We discussed the week-end's development in Cairo. The President expressed some concern that this development might indicate that Egypt was proceeding with the formation of a military dictatorship. I said that we did not believe that one had to conclude this from the developments. It seemed to us that there was a healthy sign of a desire of the military group to get on with land and other reforms. We were making a statement which was intended to encourage this development. We would keep the President in touch.

Item 3. Iran

I explained the latest developments, pointing out that we could not be sure that the three men now attempting to purchase oil would not precipitate problems.

Item 4 . Kansas City Speech

I left with the President a copy of the speech. He will read it tonight and give me his very frank views about it tomorrow. Upon glancing at a few parts of it, his first impression was favorable.
