SUBJECT: Attendance of Mr. Oscar Ewing at Child Welfare Conference in India

In the course of a call upon the Secretary by Mr. Ewing, the Secretary asked Mr. Fluker to come in during the conversation noted herein:

Mr. Ewing stated that he was interested in social welfare activities in India and wondered about the desirability of his attending the International Union for Child Welfare at Bombay and the International Conference of Social Work to be held in Madras, India in December. He was informed of the Department's deep interest in social welfare activities in India and the importance of these activities in the achievement of our total objectives in India. The Secretary expressed appreciation for the excellent support which the Federal Security Agency had given and is giving to our Point 4 activities. The Secretary indicated that the Department thought it highly desirable for Mr. Ewing to attend these conferences in India and noted that if Mr. Ewing went to India he should also visit Pakistan, to which Mr. Ewing agreed.

Mr. Ewing said that he would speak with the President about the trip.
