MEMORANDUM OF TELEPHONE CONVERSATION

Participants: Mr. Averell Harriman Mr. Acheson

Mr. Harriman called to suggest that we might want to consider John Carroll for the US-UN-GA delegation. The Secretary pointed out that the delegation was filled up almost automatically and that there is only one place where we have any leeway. For this, Isidor Lubin has been selected because of the great help he can give on economic matters.

The Secretary agreed with Mr. Harriman that John Carroll was an excellent person and that we should keep him in mind to be used if there is any opportunity to do so.

Mr. Harriman agreed with the delegation as it stood and saw the logic of Mr. Lubin's appointment.
