When the Secretary received Mr. Rankin, the latter did raise the question of the personal rank of ambassador being conferred upon him. The Secretary said that he personally had no objection but that he simply did not make decisions himself on matters of this kind. He said that he would have to refer it to the appropriate people within the Department and ask them to decide whether or not it was possible.
