CONVERSATION WITH THE PRESIDENT AT THE WHITE HOUSE
The President spoke to me today about making an address to a church group (I think it is the Federal Council of Churches) on September 29. The group is having a large international meeting and I will probably speak at the Armory. The President had promised to make this speech himself but is unable to do so now in view of his scheduled travel and was asked to see if I would undertake it. The group will make a formal approach to me.

(Note: In talking with me about the speech the Secretary said he thought the speech probably could not deal as directly with foreign policy issues and the ways we meeting them as other speeches have done. He though perhaps something could be built around the Reinhold Niebuhr quotation which he used in his November 9, 1950 talk to the World Brotherhood Organization, i.e. that there cannot be alternate periods of despair and exhaltation.
