Mr. Secretary:

I have checked the matter of Mr. Leon Jauhaux seeing the President with Assistant Secretary Sargeant. He believes that if the President were to receive Jauhaux, even though the latter did not raise anything in connection with "Fighting Democracy" the Communist-front press in Europe would be bound to play up the call and some stature would thereby be given to the movement and Jauhaux's part in it. Consequently, he agrees with Mr. Bonbright and Mr. Horowitz (the labor adviser in the office of European Regional Affairs, who has handled our relations with the AF of L Convention) that the President not receive Jauhaux.

It is suggested that you inform the White House that we believe the President is "too busy" to receive Jauhaux but that perhaps Secretary of Labor Tobin would be willing to see him. Our people think it would be perfectly appropriate for the Secretary of Labor to have conversations with Jauhaux.
