SUBJECT: Tentative Agenda for Bilateral Talks of the Secretary with Various Foreign Ministers at the time of the UN General Assembly

Bolivia (October 6 or 7) Moderate element leader whom we want to build up. Possible discussion of nationalization of US owned mines.
Brazil (October 20-22)
Dinner or luncheon to reciprocate hospitality. Possible discussion of financial matters, depending on outcome current talks.

Thailand (October 9) Luncheon and courtesy call. No issues.
Indonesia (Between October 14 and 30) Technical, economic, and military aid. Indonesian internal security.

Indonesia (cont'd) American oil company contracts. US-Indonesian treaty of friendship.
Korea (November 5 - December 1) Reassure Mr. Pyun US will continue assistance and point out assistance already given. US difficulty in championing ROK and attesting to its democratic institutions. Listen to Mr. Pyun.
Nationalist China (November 5 - December 1) Extensive substantive discussion unnecessary. Review economic and military assistance, Chinese Nationalist attitude toward Chinese minorities in Southeast Asia, Economic self-support of Chinese Nationalist Government by 1956, Chinese representation in the UN should critical situation thereon be raised in the General Assembly.

India (Mme. Pandit) (October 14-22) The Kashmir case. Reactions of Mme. Pandit to her good will mission to Communist China.
Pakistan (October 14-22) The Kashmir case. Pakistan's cooperation with the West and other Middle Eastern nations on regional rather than Islamic basis, particularly closer relations with Turkey.

Turkey (Probable) (New York or Washington) (November 5- December 1) No special issues at present, but MEDO and possibly Arab-Asian relations, depending on developments.

Iraq (November 5 - December 1) Regional defense possibilities under MEDO and possibly broader question of Arab-Asian relations.
Israel (November 5 - December 1) Institution financial reforms to close dollar gap.
Greece (Probable) (November 5 - December 1) Stability of Greek Government. Maintenance of present level Greek armed forces.
Ethiopia (November 5 - December 1) US military rights and facilities in Eritrea, depending on progress current negotiations.
Libya (Possible) (November 5 - December 1) US base rights.
Liberia (November 5 - December 1) No issues.
