SUBJECT: Briefing on General Assembly Questions

You may wish to have a briefing within the next day or two on General Assembly questions and on the status of our preparations. If you do, I would suggest that we arrange perhaps two or three meetings of an hour each. In this time we could cover all of the political items and outline the main questions in the other committees.

Attached is a set of papers for such a briefing. In the political field, I have included each position paper in abbreviated form. Not all of these papers have been fully cleared in the Department. Where clearance is not complete this is indicated. I expect that very nearly all of the papers will be cleared before the Delegation meets in New York. [Later correction: nearly all papers now cleared.]

I have included papers on several of the most important questions in the field of dependent territories--Committee 4. We expect that these problems will be particularly difficult this year. In the economic and social fields, I am providing only general summaries of the problems and of our position. In the budgetary field, I have included the position paper on the important question of the scale of contributions. In the legal field, the paper on the definition of aggression is included along with the summary statement.

In all of these fields we have, of course, detailed position papers which can be used if desired.
