MEMORANDUM OF CONVERSATION

October 27, 1952 (Typed October 28, 1952)

SUBJECT: Tunisia and Morocco

PARTICIPANTS: Mr. Hoppenot - French Delegation; Mr. Selwyn Lloyd - UK Delegation; Secretary Acheson - U.S. Delegation

I had a talk at the Canadian party with M. Hoppenot. I urged on him the importance of having M. Schuman arrive in time to discuss with me matters in regard to the Tunisian and Moroccan case. At the beginning of our conversation Mr. Selwyn Lloyd participated, and we talked about the importance of holding off the second item until M. Schuman should arrive. Mr. Lloyd thought that there would not be any difficulty about this, but he was not very clear why this was so. He said that some of the neutral nations would probably come forward with some proposals which he thought would be undesirable, such as, having a committee of the UN appointed to advise the UNC negotiating team. I agreed on the inadvisability of this but did not quite see why this would protract the discussion on Item I.

He had had no instructions as to his part. He thought that he might get instructions to say nothing. I told him that I thought this would be very undesirable and that following Vishinsky's speech we would hope to have strong support from our friends in the United Nations.

I then talked with M. Hoppenot alone. I said that I knew he agreed with me that to have a debate on Tunisia and Morocco concentrated upon a motion of no competence, which would surely be lost, would be the most undesirable course. The important thing was to have a strong French presentation. I asked him how I could help Schuman. He said that he would like to think about it and would telephone me in the morning.
