MEMORANDUM OF CONVERSATION

Mr. Eden spoke to me this morning about Trieste. He had received word from the Foreign Office which was disturbed about our proposal. They were worried that either de Gasperi might delay his answer or leak it out, perhaps doctored to his own electoral needs which would get us into trouble with the Yugoslavs, or if the Yugoslavs rejected the offer, he might publicize it in his campaign.
Furthermore, Mr. Eden did not see how, as a practical matter, the continuing pressure was to be exercised on Tito. He has not yet heard from the British Ambassador in Rome. He said that he would like to consider this matter upon his return to London which will be on Saturday of this week. He will let us have further views next week.
I said that this procedure would be satisfactory.
