Subject: Trieste
On Tuesday afternoon the Secretary spoke briefly to Foreign Secretary Eden regarding Trieste. He said he urged Eden to consider the position which we understood had now been worked out between the British Foreign Office and our Embassy in London. The Secretary told Mr. Eden he thought the Department of State and the Foreign Office were now agreed to proceed on the Trieste plan and that what was required was that Mr. Eden should inform himself fully and give the green light from the British side. Mr. Eden indicated that this was his intention.
The Secretary remarked to me that he did not mention an approach to the French nor go into the details of the plan because he felt that Eden was not intimately familiar with the subject and would depend almost entirely on the recommendation which the Foreign Office would make to him. He said that in effect he had told Mr. Eden to have a look at the plan and reverse himself on his previous position on the matter.

The Secretary told me that Mr. Eden talked to him regarding Egypt on Tuesday afternoon. Mr. Eden said that he had a number of reports indicating internal difficulties which were making things difficult for Nagib and his group. Mr. Eden was of the opinion the Nagib needed help. Eden said that his Government favored economic assistance as soon as possible in order to stabilize the situation. The British could not provide economic assistance, but they could provide some arms and military equipment. If the United States had a choice between providing military equipment or economic assistance, the British hoped that the United States would concentrate on the latter. He remarked that the United States could leave the procurement of arms from this country in commercial channels, thereby freeing United States governmental assistance to concentrate in the economic field.
The Secretary told Mr. Eden that this seemed a reasonable proposition to him and that he would tell the Department of State to see what could be done and get on with the job as quickly as possible.
