Description
A large group gathers around Secretary of the Interior Oscar Chapman (center, behind man in hat) after his arrival at the Central Airport in Mexico City. Secretary Chapman is in town to visit several oil refineries. Also pictured: Bruce K. Brown, Deputy Administrator of the Petroleum Administration for Defense (left of Chapman, back to camera); Antonio J. Bermudez, Director of Petroleos Mexicanos (PEMEX) (right of man in white hat); Manuel Tello, acting Secretary of State for Mexico (between Chapman and Bermudez); and U.S. Ambassador to Mexico William O'Dwyer (behind Bermudez, center). All others unidentified.
