President Truman speaks from a rostrum on the steps of the Lincoln Memorial as he addresses the closing session of the 38th annual conference of the National Association for the Advancement of Colored People. Senator Wayne Morse is seated on the right in the first row. Mrs. Eleanor Roosevelt is seated second from the right on the first row, next to Senator Morse.
