President Harry S. Truman speaks at the cornerstone laying ceremony for the new United States Court Building in Washington, D.C. Seated in the first row behind Truman are, from left to right: unidentified man (partly obscured); Judge Bolitha Laws, Chief Judge, United States District Court for the District of Columbia; Judge Harold M. Stephens, Chief Judge, United States Court of Appeals, District of Columbia; Justice Fred M. Vinson, Chief Justice of the United States Supreme Court; three unidentified men; and Justice Tom Clark, Associate Justice of the United States Supreme Court. All others are unidentified.
