President Harry S. Truman (far left) uses a trowel to help place the cornerstone at the new United States Court Building in Washington, D.C. From left to right are: President Truman; unidentified man; Justice Fred M. Vinson, Chief Justice of the United States Supreme Court; Judge Bolitha Laws, Chief Justice of the United States District Court for the District of Columbia; and Judge Harold M. Stephens, Chief Judge, United States Court of Appeals, District of Columbia. Others are unidentified.
