President Harry S. Truman (center) is in a pleasant mood this morning, attending a budget seminar at which reporters received an advance briefing on the federal budget for the fiscal year beginning July 1. With him are Secretary of the Treasury John Snyder (left) and Frederick J. Lawton (right), director of the Bureau of the Budget.
