In his office, Secretary of Defense George C. Marshall (second from left) presents the Certificate of Appreciation, the highest award of the Department of Defense for civilian service, to Assistant Secretary of Defense Marx Leva (third from left), whose resignation was accepted by President Truman on April 12, 1951. Witnessing the presentation are Deputy Secretary of Defense Robert A. Lovett (extreme left) and General of the Army Omar N. Bradley (extreme right), Chairman of the Joint Chiefs of Staff.
