President Harry S. Truman reaches for another of the wooden pens used for the signing of the British Loan Bill which he distributes to the Cabinet members, legislators and others present who had a part in the passage of the Bill. A Senator awaits his presentation on the far left. This is one of a series of seven photos. Behind the President, third from left, is Secretary of the Treasury John Snyder, Assistant Secretary of State William Clayton and Fred Vinson.
