BIOGRAPHICAL NOTE

Harry Nathan Rosenfield was born on August 17, 1911 in New York City, New York. He received his bachelor's degree from the City College of New York in 1931 and his bachelor of law degree from Columbia University in 1934. In 1936, he married Leonora Cohen. He obtained his Juris Doctorate from New York University in 1942. After serving in various administrative positions in New York City, he became the principal attorney for the Federal Security Agency from 1942 to 1944. From 1944 to 1948 he served as the assistant to the Federal Security Administrator. In 1948, he became the advisor to the United States delegate to the United Nations Economic and Social Council. Also beginning in 1948, he served as one of the commissioners on the Displaced Persons Commission. This position lasted until 1952. In September 1952, he served as Executive Director of the President’s Commission on Immigration and Naturalization. He died on June 2, 1995.

COLLECTION DESCRIPTION

The Harry N. Rosenfield Papers contain correspondence, reports, newspaper clippings, publications, notes, press releases, memoranda, and other materials related to issues surrounding refugees, displaced persons, and immigration into the United States during the years following World War II. The collection is arranged into three series.

The first series, the Displaced Persons Commission File, contains correspondence, reports, newspaper clippings, publications, press releases, memoranda, and other materials. Topics covered include issues facing displaced persons in Europe, emigration of displaced persons from Europe to the United States and other countries, the Marshall Plan and the European Recovery Program and how that could impact displaced persons, the McCarran-Walter Immigration Bill and other immigration legislation in the United States, issues facing immigrants to the United States once they arrived here, and other issues.

The second series, the President’s Commission on Immigration and Naturalization File, contains memoranda, notes, newspaper clippings, correspondence, publications, travel vouchers and administrative records, and other materials. File units regarding the different hearings that took place throughout the United States contain lists of people and organizations that testified or provided written testimony as well as handwritten notes from Mr. Rosenfield and newspaper coverage of the hearings. Topics covered include emigration of displaced persons from Europe to the United States, the McCarran-Walter Immigration Bill and other immigration legislation in the United States, issues facing immigrants to the United States once they arrived here, the 1952 presidential campaign, and other issues.

The third series, the Subject File, contains correspondence, memoranda, reports, notes, newspaper clippings, legislation, press releases, memorabilia, and other materials. Topics covered include immigration and refugee issues at the national and international level, human rights issues, and personal matters.
