His opening words "Mr. Chairman" referred to Douglas C. Abbott, Minister of Finance of Canada and chairman of the meeting. The sixth annual meeting of the Boards of Governors of the International Bank for Reconstruction and Development and the International Monetary Fund was held in Washington, September 10-14.

At one time General Groves served as executive officer to the President in the 379th Field Artillery Regiment when Mr. Truman was both commander of that Army Reserve unit and a United States Senator.

The contest and trip were under the auspices of the Veterans of Foreign Wars of Kansas.
