Truman's remarks at the signing of the Pakistan wheat loan documents. The President spoke at 3:27 p.m. in his office at the White House. On the same day the White House announced that the $15 million loan to Pakistan for the purchase of wheat was being made by the Export-Import Bank, using funds made available under the authority of the Mutual Security Act of 1951, as amended. The release also stated that the shortage was a result of a severe drought in the winter of 1951-52 in western Pakistan, the country's wheat producing area.
