The President wipes a pen after signing the British Loan Bill

Each pen used in signing the British Loan Bill was completely wiped by President Harry S. Truman with a scrap of white rag before it was presented to each Cabinet member or British dignitary. Looking at the President as he wipes the pen are Left to Right: Will Clayton, Fred Vinson, Secretary of State James Byrnes and British Ambassador Lord Inverchapel.
