This photograph is of the dignitaries assembled at the ceremony for Congressional Medal of Honor Recipient Sgt. John D. Hawk in Olympia, Washington. The award was presented by President Harry S. Truman (who is not visible in the photo). None of the dignitaries were identified in this photo.
