Truman Signs the Fair Labor Standards Act Amendments

President Harry S. Truman signs the Fair Labor Standards Act, raising minimum wages to seventy-five cents an hour, with labor and government officials on hand for the ceremony in the White House. Labor Department Official Robert C. Goodwin Receiving Award

Labor Department official Robert C. Goodwin, at the time Associate Manpower Administrator for Unemployment Insurance (1969-1974), is shown on the left shaking hands with an unidentified man. Goodwin is being presented a Distinguished Achievement Award. According to Goodwin's appointment book he received the award in part for his work on the Unemployment Insurance bill which represented a significant advance in unemployment insurance. See 2012-2952 for photo of signing of the bill.

President Harry S. Truman Signs Foreign Aid Bill

President Harry S. Truman (seated) signs the Foreign Assistance Act which would send $6,098,000,000 around the world to combat Communism. This bill created the European Recovery Program to implement the Marshall Plan. Standing behind President Truman from left to right are: Senator Arthur Vanderburg, Secretary of the Treasury John Snyder, Representative Charles Eaton, Senator Tom Connally, Secretary of the Interior Julius Krug, (mostly obscured), Speaker of the House Joseph Martin, Representative Sol Bloom, and Secretary of Agriculture Clinton P. President Harry S. Truman Signs Smith-Mundt Bill

President Harry S. Truman (seated) signs the Smith-Mundt Bill, also known as the "Voice of America Bill,' which authorizes foreign informational activities, including radio broadcasts to Soviet Russia and other countries. Secretary of Labor Arthur J. Goldberg Signing Legislation Agreement

U.S. Secretary of Labor Arthur Goldberg is sitting on the left seen signing the last state agreement connected with the (TEUC) Temporary Extended Unemployment Compensation Act legislation. This law provided additional unemployment insurance payments for jobless workers who had exhausted their benefits. Seated beside him on the right is Robert C. Goodwin, Director of the Labor Department's Bureau of Employment Security. According to Goodwin's appointment book this event took place at 11:30am in Conference Room B.
