Donald M. Nelson, Chairman of the War Production Board, today told the Senate Truman Committee investigating defense that it is hampering him by frightening businessmen who are badly needed in the war effort. He vigorously defended $1-a-year men who had been criticized by the Committee. Nelson said he must have $1-a-year men because they have knowledge of business which is essential. Senator Harry S.
