President Harry S. Truman speaks at ceremonies held at the United States Group Control Council Headquarters during the first official raising of the United States flag over the headquarters. On the left is General George Patton and General Dwight Eisenhower (second from left). The flag used was the same one that had flown over the Capitol in Washington when war was declared against Germany and since has flown over Casablanca, Algiers, and Rome.
